Coordination problems of coal and mineral
Will the Minister of COAL be pleased to satate :-
- (a) whether a separate forum should beconstituted to maintain better co-ordination among the Central and State Governmentsto resolve the problems regarding coal andminerals and if so, by when it would beconstituted and if not, the reasons therefor;
- (b) whether State Governments areincurring huge losses on account of stampand registration duties in the absence ofany contract between coal companies andState Governments; and
- (c) if so, what efforts are being made torepeal the Coal Bearing Areas (Acquisitionand Development) Act, 1957 and to addregistration provisions in the Act?
MINISTER OF STATE (IC) IN THE MINISTRY OF COAL, POWER AND NEW & RENEWABLE ENERGY - (SHRI PIYUSH GOYAL)
(a) There is already aInter State Council under the Inter State Council Secretariat, Ministry of Home Affairs. Apart from that, regular meetings are held at the level of Minister and Secretary of the Ministry with the Ministers and Chief Secretaries of the States to resolve various issues relating to Coal and PSU under this Ministry. As such there is no need for constitution of separate Center-State forum.
(b) No such reference has been received from the State Government.
(c) There is no proposal to repeal the Coal Bearing Areas (Acquisition & Development) Act, 1957 or to add registration provisions in the Act.
